Another feature of the Housing and Economic Recovery Act of 2008 offers qualified first-time buyers a tax credit of up to $7,500 (or up to $3,750 for married filing separately) if they purchase a principal residence on or after April 9, 2008 but before July 1, 2009. (The purchase date is the day of closing or settlement.)The credit -- which is more like an interest-free loan -- must be repaid to the government over a 15-year period in equal installments, or repaid in full when the home is sold or ceases to be used as a principal residence and there is enough gain from the sale to repay the credit. If there is no gain, however, the remainder is forgiven. The first payment is due two years after the credit is claimed.The amount of the credit is limited to 10% of the purchase price of the home, but no more than $7,500 or $3,750, depending on filing status. Those who qualify can claim the credit on their federal income-tax return.Qualified first-time buyers cannot have owned a principal residence during the three years prior to the home purchase. For married taxpayers, the rule applies to both spouses — if either has owned a principal home within the prior three-year period, neither spouse can claim the credit. However, the new law does not disqualify those who have owned a vacation home or rental property within the three-year period. Also, in a divorce, although recapture is not triggered immediately, the spouse who gets the home becomes liable for paying back the credit eventually upon sale.The full credit is available to married joint-filers with Modified Adjusted Gross Income (MAGI) up to $150,000, and to single filers with MAGI up to $75,000. It says that the deadline for 2008 tax returns is in april, but my dad always files for an extension, and I mean ALWAYS

This is NOT the year to ask for that extension. If you don't finalize your FAFSA and Profile (if the school requires profile) all you will have is an estimated finaid award. Do you NEED financial aid?? If so, please explain this to your dad. File the forms using GOOD estimates ASAP. Then explain to your dad that this year...it is important to get his taxes done ASAP as well...IF you expect to get financial aid finalized.

You can contact the college(s)...I'm sure you are not the first one with a self employed parent who asks for extensions. Ask them what to do. If they say FILE SOON..have your dad call so he can hear the same info. If they say it's ok...then it's ok.

YORBA LINDA (KABC) -- With California facing a huge budget gap, one proposal to bring in new revenue is to tax veterinary care. Many pet owners obviously don't like the idea. And some veterinarians worry it could discourage owners from getting their pets the care they need.
Many pet owners still have not heard of the proposed sales tax. Some veterinarians say if it passes it could add up to 9 percent on a vet bill.
Suzanne Peterson's 8-year-old boxer got a tumor removed last year. In 2008, she spent about $4000 on her dog.
Peterson worries what would happen if the proposed state sales tax on vet services passes.

"It's a time when we see an influx of donations but that's been a little slow this year so we're hoping people will dig a little deeper into their closets and their hearts," said Goodwill Vice President of Marketing and Communications Wayne Thornley.
Wayne says the more stuff people bring, the more they're able to write off as a deduction. He says while they've seen a lot of clothing donations coming in, they need help in other areas too.
While majority of the incoming donations are clothes, he says they could really use some housewares to help fill up these empty shelves.
Wayne says, "I encourage folks not to forget about the furniture, chairs, things like that; small appliances that could be a big help to some other folks."
The donations will help in more ways than one. Wayne says 84 cents of every dollar made from donations goes to job and skill training for people in the Augusta area. With people already thinking about tax season, Wayne is confident things will get better.
"I think there's a little uprising happening now. There's confidence things will turn around and so people are starting to give a little more," said Wayne.
And that just may be the case as cars continue to line up and workers fill out extra tax receipts.

President-elect Barack Obama's economic stimulus plan will include an immediate tax cut for middle-class families, and the incoming administration hopes to enact permanent tax cuts soon thereafter, a senior adviser to Obama said Sunday.

David Axelrod said the stimulus package will be implemented soon, given the worsening economy, and could cost $675 billion to $775 billion. The massive recovery plan will seek to create or save 3 million jobs, he said in appearances Sunday on NBC's "Meet the Press" and CBS's "Face the Nation."

"Look, we feel it's important that middle-class people get some relief now," Axelrod said on "Meet the Press." Obama has "promised a middle-class tax cut," he added. "This package will include a portion of that tax cut that will become part of the permanent tax cut he'll have in his upcoming budget."

Giving people more spending money will "help get our economy going again," Axelrod said. He also said he is hopeful that the recovery plan will be ready for Obama to sign soon after his Jan. 20 inauguration.

390 million gallons of gasoline per day. If we assume California uses 1/8th, since they have about 1/8th of the population this equals 48.75 million gallons per day. Multiply by 365 days and you get around 17.8 billion gallons per year. If California were to charge a new tax of a dollar per gallon this would lead to around $17 Billion in revenue (assuming a slight decrease in driving).
This back of the envelope estimation might not be perfectly accurate, but it looks like the gasoline tax could help eliminate property taxes in the state. Getting rid of property taxes would make homes cheaper, but not lower their face value (sales price). It should help offset some downward pressure on home prices without the moral hazard problems of bailing them out. It also seems politically feasible given the "green" inclinations of the party in power.

LITRG generally welcomes today’s National Audit Office report on HMRC’s management of tax debt. 
Recommendations are offered which, if properly implemented, could improve tax debt collection processes for those on low incomes. 
The National Audit Office has today reported its findings from a Value for Money study into HMRC’s management of tax debt.  This is the first report of its kind since the merger of the former Inland Revenue and HM Customs Excise to form the combined Department.
It is gratifying to see that specific LITRG recommendations have been supported.
Whilst the report only looks at how HMRC handles tax debt (i.e., excluding tax credits and child benefit overpayments), for many low-income families tax debt and tax credits debt may co-exist.  We therefore stress that HMRC should consider the related tax credits issues when taking forward the report’s recommendations.
It is concerning to note that the report cites lack of resources in many instances where HMRC have failed to make progress.  Again this calls into question the Government’s programme of ‘efficiency savings’ through reduced staffing levels. This is a particular concern when it comes to the time that must be invested in the most vulnerable.

The Tories are set to scrap at least one of Labour's tax rises if they win the next general election, according to George Osborne.
The shadow chancellor has signalled that reversing a hike in National Insurance planned for 2011 will be a "priority".
The Conservatives are also said to be looking at tax breaks for pensioners and savers hit by the downturn as they bid to shake off Gordon Brown's tag as the "do nothing" party.
In an interview for the Sunday Times, Mr Osborne insisted Labour's reckless spending was turning Britain into the "sick man of Europe". He promised that unlike the Government's fiscal stimulus, any Tory tax cuts would be funded through curbs on public spending or increases in other taxes.
"My priority is to try to reverse the increase in National insurance because it is a tax that affects the vast majority of people in Britain," Mr Osborne said. "It is a tax on jobs at a time of high unemployment. It is a tax on incomes at a time when people will be under severe strain."
Last month Chancellor Alistair Darling set out plans to increase NI payments by workers and employees by 0.5% from 2011, raising up to 5 billion to help pay down Government debt. However, the latest date for a general election is May 2010.
Tory insiders told the Sunday Times that another measure being considered was the abolition of income tax on savings, at an annual cost to the Treasury of around 2.4 billion. Savers have been hit hard as interest rates have been slashed to try and revive the economy. The threshold at which pensioners start paying tax could also be lifted.
Treasury Financial Secretary Angela Eagle accused Mr Osborne of making "empty promises".
"George Osborne is happy to try to grab headlines with vague talk about tax cuts, but as usual he can't say anything about how he would pay for them," she said. "The truth is these are just empty promises from the Tories.
"All that Osborne has confirmed is that the Conservatives still intend to do nothing to give real help now to families. It says something about their inability to move on from their 1980s ideology that they regard real help now - such as the 60 for pensioners, and the child benefit and child tax credit increases brought forward to January 1st - as state intervention to be opposed.

Voters arent swallowing the proposal to tax non-diet soft drinks, Maurice Carroll, director of the Quinnipiac University Polling Institute, said today in releasing the poll results.
Agreement among all: Even those who prefer diet soft drinks, which would not be subject to the tax, told Quinnipiac pollsters by a 58 percent to 39 percent margin that the proposed soda tax is a bad idea.
Similar opposition is found in other demographic categories. Democrats oppose the fat tax 54 percent to 43 percent, Republicans 72 percent to 27 percent and independent voters 59 percent to 39 percent.
And there is no Venus vs. Mars issue either. Sixty percent of men oppose the fat tax, as do 59 percent of women.
The bottom line, according to the poll, is that New Yorkers just dont want any more taxes.
By a 53 percent to 40 percent margin, New Yorkers said they do not believe the state budget crisis is serious enough to raise taxes. Another 53 percent say they would rather cope with reduced services than increased taxes.
The sticking point then becomes, which services? Sixty-five percent said they support reducing economic development aid. But just 10 percent support cutting education or health care.
At least the poll has some relatively good news for the governor.

According to their newest press release, the IRS has announced an expedited process that will make it easier for financially distressed homeowners to avoid having a federal tax lien block refinancing of mortgages or the sale of a home.

If taxpayers are looking to refinance or sell a home and there is a federal tax lien filed, there are options. Taxpayers or their representatives, such as their lenders, may request that the IRS make a tax lien secondary to the lien by the lending institution that is refinancing or restructuring a loan. Taxpayers or their representatives may request that the IRS discharge its claim if the home is being sold for less than the amount of the mortgage lien under certain circumstances.

The process to request a discharge or a subordination of a tax lien takes approximately 30 days after the submission of the completed application, but the IRS will work to speed those requests in wake of the economic downturn.

We dont want the IRS to be a barrier to people saving or selling their homes. We want to raise awareness of these lien options and to speed our decision-making process so people can refinance their mortgages or sell their homes, said Doug Shulman, IRS commissioner.

We realize these are difficult times for many Americans, Shulman said. We will ensure we have the resources in place to resolve these issues quickly and homeowners can complete their transactions.

Filing a Notice of Federal Tax Lien is a formal process by which the government makes a legal claim to property as security or payment for a tax debt. It serves as a public notice to other creditors that the government has a claim on the property.

In some cases, a federal tax lien can be made secondary to another lien, such as a lending institutions, if the IRS determines that taking a secondary position ultimately will help with collection of the tax debt. That process is called subordination. Taxpayers or their representatives may apply for a subordination of a federal tax lien if they are refinancing or restructuring their mortgage. Without lien subordination, taxpayers may be unable to borrow funds or reduce their payments. Lending institutions generally want their lien to have priority on the home being used as collateral.
